13. (A) Registered Referees and (Assistant Referees where approved by The Football Association or County Football Association) for all matches shall be appointed in a manner approved by the Management Committee and by the sanctioning Association(s).

(B) In the event of the non-appearance of the appointed Referee the appointed senior Assistant Referee shall take charge and a substitute Assistant Referee appointed by the competing Teams. In cases where there are no officially appointed Assistant Referees, the Clubs shall agree upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee.

(C) Where Assistant Referees are not appointed each Team shall provide a Club Assistant Referee. Failure to do so shall result in a fine of £5.00 being imposed on the defaulting Team.

(D) The appointed Referee shall have power to decide as to the fitness of the ground in all matches and the decision shall be final subject to either in the case of a ground of a Local Authority or the owners of a ground, the Representative of that body is the sole arbiter and whose decision shall be accepted unless the ground is declared fit for play.

(E) Subject to any limits/provisions laid down by the sanctioning Association Match Officials under this Rule shall be entitled to charge a maximum fee inclusive of expenses of:

Referee: Assistant Referee:
£15-00 for all 7v7 matches £5.00 for all 7v7 matches
£20-00 for all 9v9 matches £12-00 for all 9v9 matches
£22-00 for all 11v11 matches £12-00 for all 11v11 matches


In the case of a double-header being scheduled by the League, the Referee fee for each match shall be as follows:-

£12-00 for all 7v7 matches
£14-00 for all 9v9 matches
£16-00 for all 11v11 matches

The fees shall be paid by the named Home Team for each match.

The Officials fees for each match shall be paid by the Home Team and shall be paid to the Officials IMMEDIATELY AFTER THE MATCH.

Clubs reported for failing to pay Officials prior to the start of the match shall be fined £5.00.

League Rule 10b

The duration of play, sizes of ball and pitch sizes are set out below:

Under 9 section 7-a-side 20 minutes each way size 3 ball

Under 10 section 7-a-side 20 minutes each way size 4 ball

Under 11 section 7-a-side 25 minutes each way size 4 ball

Under 11 section 9-a-side 25 minutes each way size 4 ball

Under 12 section 7-a-side 30 minutes each way size 4 ball

Under 12 section 9-a-side 30 minutes each way size 4 ball

Under 13 or Under 14 section 7-a-side 30 minutes each way size 4 ball

Under 13 or Under 14 section 9-a-side 35 minutes each way size 4 ball

Under 13 or Under 14 section 11-a-side 35 minutes each way size 4 ball

Under 15 or Under 16 section 7-a-side 40 minutes each way size 5 ball

Under 15 or Under 16 section 9-a-side 40 minutes each way size 5 ball

Under 15 or Under 16 section 11-a-side 40 minutes each way size 5 ball

Each Team may play up a maximum number of players as set out below:
Teams playing 7V7 can use twelve (12) players
Teams playing 9V9 can use fourteen (14) players
Teams playing 11v11 can use sixteen (16) players

12ft x 6ft Mini-Soccer Goals & Goal Nets for 7-a-Side football
Junior & Fixed Goals (16ft x 7 or 21 ft x 7) for 9-a-Side football
Fixed Goals (24ft x 8ft) for 11-a-Side complete with Goal Nets.

Score Comment
91-100 The referee was extremely accurate in decision making and very successfully controlled the game using management and communication skills to create an environment of fair play, adding real value to the game.
81-90 The referee was very accurate in decision making and successfully controlled the game using management and communication skills to create an environment of fair play.
71-80 The referee was accurate in decision making and controlled the game well, communicating with the players, making a positive contribution towards fair play.
61-70 The referee was reasonably accurate in decision making, controlled the game quite well and communicated with players, establishing a reasonable degree of fair play.
51-60 The referee had some shortcomings in the level of accuracy of decision making and control, with only limited success in communicating with the players resulting in variable fair play.
50 and below The referee had significant shortcomings in the level of accuracy of decision making and control with poor communication with the players which resulted in low levels of fair play.
